Webb carried out a program of intensive land management for years that involved thinning trees, prescribed burns, creating trails and planting cover crops. Day-old chicks are placed in metal containers, located in the wild, that provide food, water and heat. When the chicks are five weeks old, Webb places them, in groups of thirty, in areas of good habitat. In the beginning, Webb banded the surrogated birds, to see how they survived.
Normally, quail feed later in the morning than their wild counterparts, like duck. The hardest thing is managing the undergrowth to a waisthigh level, always fighting the briars and gum tree sprouts. We lost all the birds. When the snow melted, I could only find one covey.

Two dogs work the fields within range of the vehicle. When Meacham stops for a point, Tillman and Loftin move to a position behind the dogs. Finn flushes the quail, and shots ring out.
